Everything You Need to Know About Non-Professional Driver’s License

This guide will walk you through the process of obtaining a Non-Professional Driver's License in a timely and efficient manner.

Having a driver's license entails a slew of obligations. You are responsible not only for your own safety, but also for the safety of passengers and other vehicles in your vicinity.

That is why, before being granted a driver's license, LTO (Land of Road Transport) requires applicants to submit a slew of documents and pass a battery of written and practical driving tests. This guide will walk you through the process of obtaining a Non-Professional Driver's License in a timely and efficient manner.

Preface

This guide is intended for people who want to apply for a Non-Professional Driver's License, which allows them to drive motorcycles and vehicles weighing up to 4,500 GVW (Gross Vehicle Weight). A Non-Professional Driver's License is an official license that allows you to drive only for personal purposes. Apply for a Professional Driver's License if you want to make money driving in public.

Non-Professional Driver's License applications can be submitted at any LTO County Office, Licensing Center, or Extension Office that handles Driver's License transactions.

Who is eligible to apply for a Non-Professional Driver's License?

You can apply for a Non-Professional Driver's License if you meet the following criteria, according to the most recent LTO Citizenship Regulations:

You must be a Philippine citizen of seventeen (17) years of age or older.
If you are a foreigner, you must be at least eighteen (18) years old.
To operate a motor vehicle, you must be physically and mentally fit. However, just because you have a medical condition does not mean you will be unable to drive. You may be allowed to drive if the doctor who evaluates you during the physical examination adds the appropriate status code to your driver's license.
You must be fluent in English, Filipino, or any applicable local dialect.
You must have held a valid Student License for at least thirty-one (31) days before applying for a Non-Professional Driver's License.
You must not have any disturbing traffic violations.
If you have an expired foreign driver's license or a Non-Professional driver's license that has been expired for more than two years, you are not eligible to renew it and must apply for a new one.
You must take at least 8 hours of hands-on driving lessons from an LTO and TESDA certified driving school (LTO will provide similar services but at a lower fee to those who cannot afford to sign up). This additional qualification is part of a new LTO policy that will go into effect in early 2020. New driver license applicants must now complete a minimum of 8 hours of instruction, according to Circular Memorandum of Understanding No. 2019-2176. Driving practice will help students learn. Lessons on starting and stopping, parking lots, crossing the road and light traffic, reverse and turn, maneuvering, highway driving, garage driving, night driving, and heavy traffic teach the driver how to master a motor vehicle. This new program is part of the LTO's vision to reduce, if not eliminate, traffic accidents by issuing permits only to people who can drive.
Following completion of the 8-hour practical driving course, the required written and practical exams must be passed.

Requirements of Non-Professional Driver's License?

Basic Requirements:

Fill out the Driver License Application Form. You can obtain a copy of the Application for a Driver's License (ADL) form from the official LTO website.
Original, current student ID that was issued at least 31 days before the application deadline.
If you work, you will need a taxpayer identification number (TIN).
Medical certificate (clinic online/electronic only): Non-Professional Driver's License holders' medical certificates should only come from an LTO accredited clinic or doctor. You can get your medical certificate a few days before the application date to save time and avoid long lines. A medical certificate costs Php 450 and is valid for two (2) months as of this writing. The physical exam will only check/measure your eyesight, blood pressure, and overall health, so there is no need to provide a urine or stool sample. While it is the clinic's responsibility to electronically transmit the certificate to the LTO, applicants will still be given a hard copy that they must present on the day of application.
A Practical Driving Course Certificate (PDC) (electronic transmission) proving completion of a required practical course issued by the LTO or any LTO accredited driving school.

Additional Requirements (For applicants from 17 years old):

Original, notarized parental consent or guardian affidavit authorizing the applicant to obtain/apply for a student permit.
1 valid government-issued ID of a parent or guardian who agrees to have his or her photo and signature taken (original and copy).

Fees of Non-Professional Driver's License?

This is the total amount you will have to pay to obtain a non-professional driver's license. Please keep in mind that this may not be 100% accurate for you because fees vary by region:

Php 167.63 for the written exam.
Renting a car for a test drive costs Php 200.
Fee for Non-Professional License: Php 652.63
A non-professional driver's license costs approximately Php 1,000 in total.

Notes on the Non-Professional Driver's License?

The Non-Professional Driver's License has a five-year validity period. To expedite your application, create an account in the LTO online portal or the Road Traffic Management System (LTMS) before visiting the LTO office.
